The Image service (glance) does not start when a deployment completes if Ceph is used as the backend. For more information, see BZ#1180694.
As a workaround, after the deployment completes, create a Ceph cluster manually. After the Ceph cluster is created, return to the Red Hat Enterprise Linux OpenStack Platform installer user interface. In the Advanced Configuration of the deployment, in the Controller section, change the value of "Include glance" from the ERB snippet to 'true'. Then, go to each of the controller hosts in the Red Hat Enterprise Linux OpenStack Platform installer user interface and initiate the action to 'Run Puppet'. This configures the Image service to be configured in puppet and enables it in Pacemaker.
