Why does cloud-init need its own log file outside of the journal?

It looks like this change was introduced in:
http://pkgs.fedoraproject.org/cgit/cloud-init.git/commit/?id=4907847669583e847b2249e5c140b12f008c01bc

I would like to support building systems without rsyslog inside, and this causes RPM dependencies to bring in rsyslog.
