Description of problem:

After generating a report,I noticed that the next and last pagination buttons are enabled when all the report data is on a single page.

Steps to Reproduce:
----------------
1.Queue a report.
2.The report in the attached screenshot has 4 rows.With 20/page,the next and last pagination buttons are still enabled .


Actual results:
---------------
The next and last pagination buttons are enabled when all the report data is on a single page.


Expected results:
---------------
The next and last pagination buttons should be disabled when all the report data is on a single page.
