Description of problem:
The black "Basic | Extended" bar is not show in userportal if the user is assigned UserRole only. A white space is shown instead.

Version-Release number of selected component (if applicable):
Red Hat Enterprise Virtualization Manager Version: 3.5.0-0.29.el6ev

How reproducible:
100%


Steps to Reproduce:
1. Create a new user with UserRole 
2. Login to userportal using the new user

Actual results:
The bar not visible.


Expected results:
Bar visible

there's a blank white space the size of the bar, which doesn't play nice with the surrounding gray.
we should either save space and move the bottom part up or at least show it in gray

Well, in 3.4 is exactly same positioning for table/cell below it - where are VMs placed. ONly change is the logo & whole bar is more tiny on the top. This cause the white space. Adding scrnshots.

correct.

showing it in gray is problematic, as we don't want "simple" users to be aware that there is an "extended" tab. 
displaying the bar only with the "basic" tab doesn't make much sense. 
the only solution that makes sense here is to save the real-estate, as you suggested, i.e., in case the 'Basic/Extended' tab-panel is hidden, bring the entire main view upwards to be closer to the top-banner.

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.
