Description of problem:
If I send an email from evolution to microsoft outlook with german 
umlauts in it, they are not decoded correctly in outlook and shown 
incorrectly. The same may happen if an email is send from evolution 
to another email app but I haven't tested it. All settings in 
evolution which might affect this issue are at default.

1. send email with umlauts from evolution to microsoft outlook
2. read the email in outlook

evolution sends as UTF-8 by default.  Outlook not support UTF-8 is
broken, but you can change the encoding for messages on both a global
basis (default character encoding in mail preferences) or a
per-message basis (edit->character encoding)
