Description of problem:
RBAC in current version of CFME only address Infrastructure Providers and Clouds providers. As a result, many of the roles in CFME only address "Infrastructure" and not "Clouds" provider

1. Configure > configuration > access control > [pick a role]
2. Product features check boxes correctly address responsibilities for Infrastructure

Product features check boxes correctly address responsibilities for Infrastructure

Expected results:
Need to have the responsibilities check boxes marked for Clouds as well.
