Always

Steps to Reproduce:
1. Create an activation key.
2. Add few subscriptions
3. Set Auto-Attach = No
4. Register a content host with this activation key

Actual results:
Content host is registered and subscribed.

Expected results:
I expected that content host will be registered but no subscribed since my Auto-Attach is No

The Auto-attach flag indicates whether the registering content-host should ever try to auto-heal itself. This happens on the rhsm.conf autoAttachInterval: If the status is red, then candlepin will try to auto-heal it to green if the auto-attach flag is enabled. The subscriptions listed will be attached.
