Description of problem:
When running /bin/instack-install-undercloud on a new F21 machine, the script fails because it can't execute some call to `which`. This package is absent on a newly installed F21 machine (atleast on my ARM system).

Since it depends on it, instack-undercloud should have a requires: which to make sure it won't trip on missing tools needed to even run itself...

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
