Description of problem:

The memory setting for the Jenkins gear are not dynamically set based on the Jenkins gear size.

Additional info:

If a customer completes https://access.redhat.com/solutions/534083, to work around, https://bugzilla.redhat.com/show_bug.cgi?id=1027390 the memory of the Jenkins server is not adjusted, thus it is under utilizing gear resources.
