The currently available version for Fedora is still based on gstreamer 0.10. A version compatible with gstreamer 1.x is available for a while. Currently, the latest version is 1.4.5 available at http://gstreamer.freedesktop.org/src/gst-rtsp-server/gst-rtsp-server-1.4.5.tar.xz
