Description of problem:
PackageKit pretends to get update list successfully but returns empty list even though updates are available (checked by yum command). Forcing 
list refresh (via apper for example) does not help.
messages in PackageKit log:
refresh-cache transaction /10219_ccaadcbb from uid 1000 finished with success after 212ms
get-updates transaction /10220_abddcbbd from uid 1000 finished with success after 103ms
get-updates transaction /10221_ceebaada from uid 1000 finished with success after 53ms
get-updates transaction /10222_bdceadca from uid 1000 finished with success after 51ms
