This bug has been fixed in RHEL-7. This is the same bug reported against RHEL-6.

Description of problem:
Current pinentry in EL7 is 0.8.1. Support for UTF-8 in curses interface was added in 0.8.2.

I've looked into this a bit further and this is in fact a duplicate of bz704495. I'll post some more details there.
