Description of problem:
When you do not have organisation selected, some katello pages just keeps "Loading..." with ISE in the logs

always


Steps to Reproduce:
1. Switch to "Any Context"
2. Go to Hosts -> Content Hosts


Actual results:
Page indefinitely indicate it is "Loading..." data but there is an ISE in the logs


Expected results:
Helpful error should be reported
