We might want to allow engine-setup to provision postgresql with our own user.

It will run as the same user running the engine - ovirt for production, "current" user for dev env.

It will have its own home/conf, including ports, unrelated to pg's defaults.

If we own it, we can more easily modify conf or whatever on upgrades, if needed.

Will also will help solve bug 949377 .

Note: If/when we fix this, we also have to take care ourselves of postgresql/OS upgrades, see e.g. https://fedoraproject.org/wiki/PostgreSQL#Upgrade
