Description of problem:

As a user of Satellite, I would like the ability to leverage an activation key to 'bootstrap' various items required to fully configure the host with puppet. 
Today the activation key functionality connects me to content related items, but does nothing with regards to configuration management. 

These tasks include (and should be end-user configurable)

* installing the puppet / facter RPMs. (It is assumed that the content view associated with the host will contain a repo with those RPMs)
* configure puppet to point to the correct capsule/satellite. 
* submit request for a certificate for puppet. (and optionally some logic to auto-sign this request)
* ensure the host is associated with the correct organization, location and hostgroup.

It would be interesting to see this as a (set?) of subscription-manager plugins
