Description of problem:
Missing mangpages for F23. This is reason why builds for selinux-policy are broken. 
For example: http://koji.fedoraproject.org/koji/buildinfo?buildID=611842

How reproducible:
Always

Steps to Reproduce:
1. Make selinux-policy build in koji
2. Build failed.

Actual results:
Broken selinux-policy builds in koji

Expected results:
Working selinux-policy builds in koji

policycoreutils-2.3-16.fc22 has been submitted as an update for Fedora 22.

Package policycoreutils-2.3-16.fc22:
* should fix your issue,
* was pushed to the Fedora 22 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing policycoreutils-2.3-16.fc22'
as soon as you are able to.
