Description of problem:
Whenever we restart a glusterd and immediately issue "gluster volume quota list"
then command does not provide the output other than header.

mainline

How reproducible:
1/1

Steps to Reproduce:
1. restart the glusterd
2. issue gluster volume quota list command

Actual results:
only header file is displayed

Expected results:
volume quota list should give out proper values.

We are not able to re-create this problem. Please file a new bug, if this happens again
