Description of problem:

The display number is not required in the file name
/etc/systemd/system/vncserver@:<display>.service

The file:
/lib/systemd/system/vncserver@.service 
says to "Copy this file to /etc/systemd/system/vncserver@:<display>.service"

1. ~]# yum install tigervnc-server
2. less /lib/systemd/system/vncserver@.service


Actual results:
# 1. Copy this file to /etc/systemd/system/vncserver@:<display>.service

# 1. Copy this file to /etc/systemd/system/vncserver@.service

According to reproducer in comment 1:

[0 root@qeos-24 test]# rpm -qa tigervnc-server
tigervnc-server-1.3.1-2.el7.x86_64
[0 root@qeos-24 test]# grep Copy /lib/systemd/system/vncserver@.service 
# 1. Copy this file to /etc/systemd/system/vncserver@:<display>.service

FAILED!

Fixed in tigervnc-server-1.3.1-3.el7.
