Description of problem:

A service catalog, with the defined VM name of w12dev$n{3} will trigger VM numbering to skip every other value.

For example my first VM will be named w12dev004 and the next one will be named w12dev006.

Steps to Reproduce:
1. create a service catalog with the name of w12dev$n{3}
2. issue one provision wait for it to finish and then issue another provision
3.
