In reviewing package sets for the Fedora Server, it was discovered that wireless-tools is included as part of the standard comp group. Standard group's description reads "Common set of utilities that extend the minimal installation." 

While wireless-tools may indeed extend the minimal installation, it's intended use requires specific hardware to be available to the installed system. The description of Hardware Support reads "This group is a collection of tools for various hardware specific utilities."

Not all systems utilize wireless hardware, and very few server systems use wireless. wireless-tools should be moved from the Standard group to Hardware Support.
