Description of problem:
Clufter could encourage cluster administrator to migrate Apache resource to systemd:apache resource agent for better support/maintainability (eg. currently the ocf:heartbeat-based agent has broken systemd journaling support and is not daemonizing, so it runs under pacemaker process tree and cgroup).

use the apache OCF agent.
