Description of problem:

spacewalk-manage-channel-lifecycle was released as part of Sat5.7. We should make the tool available to 5.6 as well.

Steps to Reproduce:
1. yum install spacewalk-utils
2. which spacewalk-manage-channel-lifecycle

Actual results:

/usr/bin/which: no spacewalk-manage-channel-lifecycle in (/usr/lib64/qt-3.3/bin:/usr/lib64/ccache:/usr/local/bin:/usr/bin:/bin:/usr/local/sbin:/usr/sbin)

Expected results:

/usr/bin/spacewalk-manage-channel-lifecycle

Additional info:

This tool has existed since 2012, and only failed to be released due to a packaging bug.
