Description of problem:
I have two keyboard layouts : fr and fr2.
If I select fr2, the Scroll Lock LED turns on. Whatever the real keyboard layout behind "fr" and "fr2".

Version-Release number of selected component (if applicable):
Gnome-shell 3.15.91
X11 session

How reproducible:
Configure 2 keyboard layouts.
Select the second choice.
See the Scoll Lock LED.

Expected results:
Normally, the keyboard layout choice has no effect about this LED.
