Steps to Reproduce:
1.Start win2012R2 
2.running signtool verify /v /kp /c vioscsi.cat vioscsi.sys

Actual results:

SignTool Error: File not valid: vioscsi.sys

Number of files successfully Verified: 0

Expected results:

Additional info:
1.Can not reproduce it s/ vioscsi.inf
2.I believe it is a regression ,I will figure out which build it is regressed if needed.
