Description of problem:
Sending a test email while configuring the "Outgoing SMTP E-mail Server", sends an test email with the subject line as "ManageIQ Test Email" instead of "CFME Test Email"

How reproducible:
100%

Steps to Reproduce:
1. Navigate to Configure ==> Configuration ==> CFME Region ==> Zones ==> Default Zone ==> Server: EVM [1] (current)
2. In the server tab, Add the email setting under "Outgoing SMTP E-mail Server" and send and test email 
3. Verify the subject of the email in the inbox

Actual results:
Displays the subject as "ManageIQ Test Email" instead of "CFME Test Email"

Expected results:
Should have the subject as "CFME Test Email"

    Change gettext back to I18n for test email subject.
