Cause:
Network-manager ignores loopback, so lets call a good old ifup on it.
Some people set up for example aliases in ifcfg-lo and NM did not put them up.

Maybe this is not necessary, ifcfg-lo usually does not have UUID and then initscripts will not call nmcli for it. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
