Description of problem:
This is a vanilla FC2T2.  'System Settings' appears twice on the
control panel.  First on the main display, and again under
Applications.  When accessed in the first context, (as a normal user)
one gets a 'Invalid action' message (now _there's_ a user-friendly
message!)  Accessing off of the icon under Applications results in the
expected prompt for the root password.

Hi,
I'm going through bugs assigned to me and attempting to clean some of the older,
fixed ones up.

This bug hasn't changed in over a year old now.  Are you still seeing the problem?
