In Kilo, there is a new file that we need to ship as a part of the openstack-keystone package for the new WebSSO functionality.  The Keystone source tree contains 'etc/sso_callback_template.html', which is intended to be used when configuring Horizon to use Keystone for WebSSO.  We should install this in '/etc/keystone' as a part of the RPM.
