    image: Optimize non-resize changes

    When the image content is changed, only queue a resize
    if the size is actually changing, otherwise just a
    redraw. Suggested by Owen in

Specific to my setup, Fedora 21 / Xfce 4.12.

Fedora-Live-Xfce-x86_64-22-20150404.iso, works OK.
