Description of problem:
Validation fails when providing a blank value in ip address field while adding a Cloud/ Infrastructure provider

Version-Release number of selected component (if applicable):
5.4.0.0.14.20150325124454_9e339f3

How reproducible:
100%

Steps to Reproduce:
1. Navigate to Cloud/Infrastructure ==> Providers
2. Add a new provider with blank value for ip address

Actual results:
Provider gets added

Expected results:
Should throw an error message stating "IP Address can't be blank"

Additional info:
It used to work fine previously

The IP Address field in new provider UI form has been removed.

The commits in master, those are removing the IP Address from the UI forms:

Good to go.  Verified and working fine in 5.4.0.0.24.20150427192818_1fd9e49.

Latest appliance does not have IP Address field
