I'm moving this to POST.

I'll go back and add the list of PRs that were merged that enable this feature.  It's rather huge, so there's going to be many PRs, and it's possible that I'll miss a few PRs.

This feature is in place for the CF v3.2 ME v5.4, tested and ready to go for the most part.  Any issues found will be opened seperately.

Setting requires_doc_text?, but I think there is a separate bug in Documentation component.

Ack - there is a separate bug for this new feature; setting 'requires_doc_text' to '-'.
