In order to enable our users to download overcloud images (not to generate them) we should be able to provide CentOS images which were generated by latest-passing-ci.

Ideal place where to store them would be on fedorapeople for now.

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
