Description of problem:

crm_resource -C results in only resources on cluster nodes being reprobed when it should result in all resources on both cluster and remote nodes being reprobed.

also

crm_resource -C -N <remote node>  does not work properly with remote nodes. The request to reprobe a single remote node is not routed correctly which results in the command failing.

crm_resource -C -N <remote node> -r <resource>  works though.


The end result here is that the pcs commands used to clear resource failures do not work consistently when resource failures occur on a remote node.
