Description of problem:
keystone.pp apply gives error when issued with 'packstack --allinone' if LANG and LC_ALL is not en.US-UTF.8

How reproducible:
100%


Steps to Reproduce:
1.export LC_ALL=C
2.export LANG=nl.NL-UTF.8
3.packstack --allinone

Actual results:
Error: invalid byte sequence in US-ASCII at /var/tmp/packstack/<uuid>/modules/keystone/manifests/wsgi/apache.pp:1 on node <node_name>


Expected results:
No error

This works for me with latest OSP 7 packages
