Steps to Reproduce:
1. Log out of Beaker
2. Open a pool page, go to the Systems tab to view the list of systems

Actual results:
Remove button appears against each system in the list. Clicking it returns an error (as expected) because you are not authenticated.

Expected results:
Remove button should be absent unless the user is logged in and has permission to edit the pool.

Verify Steps:

1. Log out of Beaker

2. Open a pool page with systems and go to the System tab. There should no Remove button.
