Description of problem:
Running `da mod docker develop` in a Docker-enabled Django project created by DevAssistant fails with the message "You cannot attach to a stopped container, start it first".

Steps to Reproduce:
1. Create Django project with Docker and venv options
2. Run `da mod docker develop` in the project directory with Dockerfile

Actual results:
Fails

Attaches to container
