1.f21 netinstall KDE 
yum install fedup  (0.9.1-1.fc21)
fedup --network 22

Actual results:
no updates in system settings/extra

Expected results:
software updates to be present

fix in f22 KDE:
No software update in system settings/extra items do dnf install @kde-desktop to add plasma-pk-updates

Proposed as a Blocker for 22-final by Fedora user satellit using the blocker tracking app because:

 blocking desktop must inform of updates
adamw said to propose as final blocker

system updates is presented but NOT selected using wget in f22 KDE f22 that has undergone fedup from f21 KDE x86_64 netinstall in VirtualBox. Once the updates are selected update works.

Package apper-0.9.1-8.fc22:
* should fix your issue,
* was pushed to the Fedora 22 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing apper-0.9.1-8.fc22'
as soon as you are able to.
