Content -> Products -> New Product -> Create New Repository 

2 fields are presented when you select a 'docker' registry type. URL & Upstream Repository Name. If you put in a value for URL, but no value for the name, you get an error in grey text:

"cannot be blank. Either provide all or no sync information."

This should be correctly formatted and highlighted in red.
