spice packages installed on my system

Description of problem:

Cannot configure with spice gtk the sources retrieved from Git repository

Can configure with spice gtk the sources 2.0 downloaded from https://virt-manager.org/download/ (the configure option is not even necessary)
As a side note, why are all the tools necessary to configure the package not present in the Git sources; I had to copy them from the sources downloaded from https://virt-manager.org/download/:
