Description of problem:
As per the BZ#1213458, It makes sense to change "Redo the next change" to "Redo the previous change" while adding/editing the Scope/Condition editor of the control policy

Steps to Reproduce:
1. Navigate to Control ==> Explorer ==> Policies
2. Add new policy or Edit an existing policy
3. Observe the Redo button's tool tip

The document has been updated to reflect this change. Since the old bug, (Bug 1213458) tracking this request was CLOSED CURRENTRELEASE, I have opened a new bug for this issue. The update is being tracked in Bug 1256224.
