When using dnf API (namely dnf.Base) it does not run plugins and there's no way how to run them from API.

As a developer of DNF, you should know that we insist on reporting some use cases. Also setting "high" severity probably needs some explanation.

Use case:
Spacewalk plugin has a command rhn_check which runs regularly and checks whether an administrator has scheduled (on Spacewalk server) an action for this client.
If so it calls yum/dnf API to install/upgrade the package. To be able to do that it need to enable plugins.

This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle.
Changing version to '23'.

(As we did not run this process for some time, it could affect also pre-Fedora 23 development
cycle bugs. We are very sorry. It will help us with cleanup during Fedora 23 End Of Life. Thank you.)

Fixed as part of DNF 2.0 release which will be available at some point soon.
