This is a bug only in the man pages of swift-ring-builder - a case of spelling mistake. If you do "man swift-ring-builder and go to the COMMANDS section, you will notice 'rebalence' instead of 'rebalance'. But the CLI and all other documents on building swift configuration refer to "rebalance".
