Description of problem:
When a publish/promotion of a content view happens and finishes there is a capsule metadata task that runs that is hidden. Customers often try to do another action with a content view or repos and this runs into stuck pulp tasks and other various issues.

no indication of the task and is running while the customer can do other pulp activities

Expected results:
put a lock on the publish/promote buttons anytime a capsule node metadata task is run
