Steps to Reproduce:

1. Install rhos-devel-ci-7.0 Poodle: 2015-05-06.12 using packstack
2. Install openstack-dashboard-theme
3. inatall redhat-access-plugin-openstack

Actual results:

Installation ends with warning and doesn't shown on dashboard

The warning doesn't actually prevent installation and isn't applicable as I am already using the new 'enabled' way of doing things.  However there was an upgrade of horizon to Angular 1.3 which broke the way the page was being bootstrapped so nothing would show up.

Additionally I noticed that the navigation has been removed from the upper right corner.  I will open a BZ against openstack-dashboard-theme to get that added back in.
