the request here is to block the user from invoking actions / opening dialogs (by e.g. hiding/disabling (graying-out) buttons/context-menu items) in case the user does not have the permissions to perform them.

Hi,

as an example I can say if user is granted:
- with SuperUser role user should see everything
- with ClusterAdmin role user should see only particular cluster (Compute > clusters > clusterXY)
- with StorageAdmin role user should see only storage he has permission for (Storage > Domains )
- with HostAdmin role user should see only hosts (Compute > Hosts)
- with NetworkAdmin role user should see only Network

I hope now it is clear.

no update in 6 months, let me try to close this with:

If someone is not supposed to see anything, don't make them an Admin of any kind. 
And for User roles it should work already.
