Description of problem:

ISC is planning to deprecate the ISC's DLV Registry in the future. We got a heads-up update from ISC so we can cope with the change. Currently DLV is used by default in couple of components we ship in Fedora.

This is a tracking bug for coordinating necessary changes in Fedora components.
