Subscription manager installs a yum plugin that checks entitlement changes and updates redhat.repo. In gnome-software we are not using the yum stack, so we don't run yum plugins.

To ensure that redhat.repo still gets updated with gnome-software, we can just run a yum command, like 'yum repolist' before accessing the repository. This is probably best done in PackageKit, since it needs privileges.

I think we'll actually be doing this in libhif as it has all the right other pieces to check if the repo is modified internally.
