There are currently no possible ways of detach-tier commit failing.

In a general case, I have tried to do a start of detach-tier on multiple volumes and they pass

1) I have tried a detach-tier start on a new volume when already a detach-tier start was done on another volume
2)commit of detach-tier on new volume passed when detach-tier was started on another volume
3)did a detach-tier force commit on a new offline volume when etach-tier was started on another volume

All the above three cases passed.
Note: the cases passed with detaching of tier successfully, but the migration/rebalance had issues which are being tracked by other bugs like 1229233
