Cause: On This Computer/Draft folder could be displayed with a duplicate .Draft folder Consequence: migration to a new local store format caused the folder rename Fix: correct the migration code to be done early and avoid the folder rename Result: the Drafts folder in On This Computer is not duplicated

Description of problem:
Drafts folder has a duplicate displayed as ".Drafts". Configuration is 'None' for receiving part and 'Sendmail' for sending

Always

Steps to Reproduce:
1. Setup a dummy account for Evolution
2. Check available folders

Actual results:
"On This Computer" has ".Drafts" folder, displayed as generic

Expected results:
"On This Computer" has "Drafts" folder with drafts folder icon
