First, 26-microchip.rules and 41-microchip rules seem to be a duplicate.

Second, there is no reason to use such strange numbers: please stick to a single prefix like 60-.

Third, 99-serial.rules is wrong! Mode should be 0660, so that only users in the dialout group can access the device.

And of course everything should still be moved to %{_udevrulesdir}.

And it seems that there's no microchip group...

This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle.
Changing version to '23'.
